One more reason for this move would be to incentivise developers as a user base of a billion is a lot more encouraging, and with Windows 10 users in the mix, this number is achievable. At the moment, there is no release date for Copilot on Windows 10, but the intention is real and they are working behind the scenes to get this feature out as soon as possible.
