Apple will allow your subscription apps to charge you more money without your permission

Here are some samples of how that might look: Assume you have a $60-per-year subscription. The developers could boost it to $90 ($60 plus 50%), and it would automatically renew without your intervention. If you have a $15 monthly membership and the developers want to raise it to $22, you’d have to opt-in to that – it’s less than a 50% increase, but it’s more than the $5 cap.

If you take that literally, it indicates that both requirements must be met in order for an opt-in to be required. However, the sample scenario appears so absurd that it’s difficult to imagine that’s what Apple intends. We’ve requested clarity on this subject and will provide an update if we receive one.
